Default MSysTables problem

I am encountering a strange issue w/Access security. We run a process that
exports data from one of our Access tables into an Excel spreadsheet. We
use a workgroup, and if someone logs in w/the administrator login, the
process completes normally. If someone logs in as a normal user, they
receive the error message "You don't have the necessary permissions to use
the MSysTables object." Now this problem does seem to go away if someone
logs in as an Administrator, logs out and then logs back in as a normal
user. This is not really a viable solution for us because we do not want to
give the admin password to our end users and going in and typing in the
admin password ourselves any time a fresh mdb is installed would get tedious
really quickly. Is there some sort of Access security setting I have to
change to give a normal user permissions to access and export a table? Does
it have something to do w/the table we are tying to export? Any help would
be appreciated, TIA.
