Custom Menu Bar Missing

I have database with a custom menu bar. The database has been distributed to
several people as an mde. All but one of them have the custom menu bar as
specified in the Tools>Startup options but one of the people doesn't have
any menu bar at all.

What circumstances can cause this problem?

They might have right clicked on the MenuBar and clicked on the menu name
and accidentally hidden it, and now can't bring it back. Give them a new
..mde file.
