How to create a popup window like Google notebook

Hi,
Google notebook is a small popup window at the corner of your
browser.

If you type this url in a browser (assume you already logged in
google)

http://www.google.com/notebook/onpag...WLIwoQyMncqI8i

The main page is blank, the popup window is shown.

Can anybody give me some tips how to create something similar using
javascript?
