Run Javascript only if loaded

I have an external javascript loaded in the HEAD of a page. However, that
script is sometimes offline (and when it's offline, the whole page doesn't
load till that javascript is loaded).

It is important that the file runs sooner on the page, but if it's not
available, can that be ignored?
