Default how to have a variable height div, but no smaller than ...

I am displaying email text in a div on the right side of the page with
an index on the left. I want the div to look like a sheet of paper so I
set with a "height:650px;" and all is well until the email is longer
than that.

How can I have it be the *larger* of the length needed to hold the text
or 650 px ?

I tried putting a <div style="clear:both">&nbsp;</div> just below the
text within the "paper" div, but to no avail

obviously, what I wanted is "min-height:650px"
I found it from an answer to another question on this list
