Default Request for review - two column layout

I am still struggling to develop a two column page with a navigation
bar and content area, but the two I have tried out so far look quite
different in different browsers.

Could some kind soul check them out and tell me what I am doing wrong?
The HTML and CSS validates.

PS If you have seen a similar post from me recently it is because my
ISP has been having trouble with its news server and I'm not sure if
the recent post got through.

just fine.
