Hello,
we are looking for a way to load in an existing html-file different
txtfiles, which includes html-commands.

Example(Not a real server):
We want to load a layout.htm with an parameter like the following sample url
"http://www.server.com/Index.htm?content.txt"

After loading the index.htm a included html script should load the
content.txt file.
The html-code in index.htm additional with the html-code in the content.txt
file should give the whole html-code for the viewed page.

Sounds like SSI to me. Your server must allow SSI but if it does this is
easy.

Are you meaning server side includes with ssi?

I think it is possible with asp-pages to realize the includes, but in this
case,
we are not able to use asp.

SSI *means* "server-side includes".

Server-side includes are not part of ASP. They are provided by many
web servers, *including* Microsoft's IIS when it processes ASP pages.

By the way, notice the benefit of putting responses *after* the
previous poster's text. It lets me answer each part of your message in
the appropriate place, and you can read this whole message with my
responses following the passages that they address, so that the whole
thing can be understood. If I continued your practice of putting the
response before the previous message, I wouldn't be able to do this.
