Only link working off this currently is the sitemap.
I have all the access keys going except the skip navigation
Please advise if any accessibility issues etc etc

If you are after advice, I would say that it looks horrible.
Sorry to be blunt but you have come to the wrong place to get praise.
If you want constructive critism, then you are in luck, as I'm sure that
alot of people will have something to say about the design.

It actually looks BETTER with the CSS turned off! Lose the red/blue colour
scheme.

"accessibility issues"? just one -- It has a URL :)

Your 404 error page suggests you have bigger problems than accessibility
issues
....seek professional help from someone with a listening couch!

I'm stuck with that, the leaflets and letterheads and all the other material
for the organisation is the same colour scheme

Did this in HTML-Kit. Had to use Frontpage once at work, hated it.
I could have "knocked this up" in Frontpage, but the code would have
bigger (and probably less compliant). What browser did you use?

As in the original post, the only link working is the sitemap
So what dont you like about the 404 page?

Fair enough, I want constructive criticism. So what would you suggest -
keeping in mind I am stuck with the red-blue colour scheme (it is used
across all the printed material, letterheads etc etc

Ah, I see! In this part of the world it's a colloquial expression widely used
whenever things go wrong, and was used to great humorous effect by
Toyota in their prime time TV commercials. It has long lost whatever
original offensive meaning it originally had, which appears not to be the case
in your part of the world!

Thanks for the constructive criticism, anyway. I might change that, even
though the site is not really aimed at overseas users. Sometimes humour
doesn't travel well I guess.

Maybe it is me, but what do humour and this site have in common in order
to justify its use on the site? I am also an overseas visitor, part of
the 'Old Europe', so to say.
