What hardware and driver are you using? The language in which you write your program depends on what hardware you are using. Intel bluetooth modules provide C/C++ drivers for the developer to use. Other bluetooth modules might provide libraries for C# or python or many other languages.

I would try and stick to c# managed code where ever possible, as unless you are very skilled with C++ you are assking for trouble. If you can find a device with a c# SDK / API available you are in luck!
