Default ? char allow in apache 2.2

How can I allow ? char in apache? if I have a file like this:
http://localhost/simpledir/filen?ame
or
http://localhost/simpledir/filen?ame.html
No with php or any cgi.
like -> simplephpfile?value=xy

I have newest apache 2.2.x in XAMPP windows/linux doesn't matter.
I want to make a simple file with ? char thanks your answer.
