Default How to pass parameters to a php://filter ?

I would like to use the 'php://filter' feature, but how to pass
parameters to the invoked filter?

Example:

file_get_contents("php://filter/read=string.strip_tags/resource=blabla");

But how do I pass, say, a list of accepted tags to the
'string.strip_tags' filter?
