You should do a speed test on your upload/download (unless you have Comcast, and then they're packet shaping and throttling for the first thirty seconds deliberately to mess up those tests), check your agreement with your ISP on what you should be getting, and then either ask them why you are not getting that, or if you are, if you can have a better connection (you'll probably have to pay more).

It's doubtful but possible that your equipment is limiting your connection, in which case you'll need to figure out the speeds on your NIC/modem, the cables connecting everything, your cable modem/router... all that stuff, and replace whatever has the lowest throughput, then check your speeds again.

Definitely do the speed test first, though - see if you even need to replace your equipment.
