Xammp server on Damn Small Linux cant access from internet

I am new to Linux and Xammp and have downloaded everthing and the server is running. I hve set up a firewall and given permisions to "permit= "80 21"" and I can access the server via localhost on the server box, but when I goto another computer on another internet connection, I can not access server i get a cannot connect error. Can any one tell me what could be the cause of this? I Know I may need to make sure I am using the right ports and I have heard that some people have problems with their isp blocking port 80. could that be the case here? Do I need a static IP? Please do not be afraid to over explain becaus I am new to this.....Thanx,

Disable the firewall completely and check to see if you can access it first without the firewall set.
