Phone Service

Hi,
We would like to be able to develop a software that , given a certain timetable (either outlook or anything home made if we have too), a phone would be placed automatically the number specified and read a message with some options. We would record the option and read some other message if needed... What would be the best solution for that. I mean, are therer any programming language that could do that easily and do we need anything special (like special phone or server)?
