How can i create a Html template?

i currently have an access database which outputs the file as a html
and asks for a template file if possible. any help with this would be
much appreciated

Templates are implemented differently; it depends on the authoring
software you have. More information? Or, are we already off-topic?

These templates are specific to Microsoft Access, so this is really an
Access question, not an HTML one.
