I would like to add a css href to the processing phase of an xml
Is this possible ?

It is not clear what you want to achieve. If you want to use XSLT to
transform XML to HTML then of course the generated HTML can link to a
CSS stylesheet using a HTML link element, just as you would do it in a
static HTML document.
