Default Use edit

I have a website on which I now want to allow users to update certain parts.
I dont want them to be able to change text colours or add tables and things
that might mess up the rest of the site. In short they should be able to
edit a page (saved as php) that is then published as a segment of the
website. They will need to be able to add headlines and plain text and
possible upload photos where I set a max size. I need to be able to set
different login accounts per user.

I have heard of Contribute which I have not tested but I wonder if there are
other programs that are adequate for the task. As this is a private site its
even better if its cheap shareware or freeware.
