Does anyone know if there is a way to globally turn off ALL control
tips in Access 2003 using VBA code?

Yes. But don't take my word for it. Please take a look at these previous
threads initiated by Lauren Wilson last month:

1.) Needs "quickie" info on VBA code for inserting, updating, and deleting
records while using HTTP, a database on the Web, and then retrieving the
data via XML/CSV, just like "Cheryl":

3.) Looking for the "how-to" in connecting to a Web-based database in VBA,

And after reading through this last thread, you may get an inkling on why
she changed her name to post new questions.

There's more evidence if you look at these posts by Lauren carefully and
compare them to "Cheryl's." If you don't know what to look for to determine
whether newsgroup articles were authored by the same person despite
displaying different names, I'd be happy to E-mail this information to you.
If so, please let me know what your E-mail address is by pointing to where I
might find it, or you may unmunge mine and send yours to me.

If you examine the evidence, you'll see that her statement isn't true. She
also stated that her job is on the line. Since she fibbed on other
information she wrote in that post, she may be fibbing on this, too. I'm
willing to give her the benefit of the doubt on this particular statement,
since I'd hate for people to lose their jobs due to not having the necessary
skill set. People who ask for help should get some.

From reading your prior posts, I know that you don't intentionally try to
offend people (and no offense is taken), but I interpret this remark as
sarcasm in that she's attempting to use this forum for the purpose it was
designed for, i.e., the free exchange of ideas -- regardless of the name
she's hiding behind. Please note that thus far, I'm the only one who has
offered links to information she asked for and offered her advice that I
believe may help her in her situation, so I'm not attempting to block her
from getting free help from this newsgroup, but merely providing some of it
myself.

I did not provide the solution to what she was looking for when she
initiated this thread, for good reason. Based upon her previous history of
deciding what should be done and then asking how to implement her
decision -- with little understanding of the consequences -- I feared that
she would implement this solution, and then blame me for the outcome. So
that no other responder would step into the same trap, I clearly identified
the author known to many in this newsgroup, so that they wouldn't be
deceived by her new name, as Lauren intends.

No offense taken. I read your post and misinterpreted it as directing the
sarcasm towards me. I said, "Wait a minute! I'm not making this up. I'm
just trying to help, as well as trying to keep Lauren from shooting herself
in the foot! Well, I am having some laughs while I'm at it . . . ."

from your angle!

She has no qualms about "getting something for nothing" herself (and
obviously will go out of her way to do so by inventing phony names to post
with), but she sees a big problem if she's the one on the giving end. Just

claims to be -- and the subsequent replies from the comedians. :-D

yes, i found that whole long thread from last month highly entertaining. the
occasional comic relief, in what is pretty much a serious,
straight-to-the-point bunch of NGs, has some value in my book. <g> i'd
never heard of Lauren aka whoever, but my interest was piqued by your first
