Default Can I create a BLOG?

I was asked to add a BLOG to a church website.
1. How could this be done with html ?
2. Can anyone post an example?

Get yourself a CMS (Content Management System) that can be run on your
own server or sign up for a free blogging service like Blogger or
TypePad. You then just write your articles in HTML and publish them
using the CMS. Some popular CMSs include WordPress or MovableType,
though there are plenty of others. You just need to find one that's
suitable for your needs.

You don't need a CMS, you can just write and publish static HTML files
to your server, but a CMS will take care of a lot things for you, such
as generating archive pages, providing search facilities, generating
feeds, etc.

I don't know about the other services, but BlogSpot lets you either
publish your blog pages to their site, or have them FTPed to your site.
The latter isn't necessarily better, but the pages will be literally
"on" your site in that case.

A point more specifically responsive to the OP's question: you can't
really do this in *just* HTML if you want typical blog-related features
like remote page creation and editing within a browser, or a way for
readers to post comments.
