Default Need code for website.

I am clueless where to post this question, so I will try here first. If
there is a better newsgroup for this please tell me and I will go there.

I am a reluctant admin for a small club website. I would like to install
a chat section - fishing report section - event section as a link
off the main home page. It needs the following:

1. Easy for the different chairman to maintain their own interest section.
2. When a member registers, the email address is checked against a
list and only members in good standing are allowed to post. Otherwise
anyone can read.

I'm quite capable of fowling up good code, if you know of some I could
modify.

You need some kind of server-side code to do this, not just plain html
(which can't "do" anything). Look around for some premade Content
Management System (CMS) that you can install. Chances are, your own
webhost may have some solutions.
