More a IIS problem than an ASP one, there are better NG's for that.

global.asa is not "called" but "executed" on:
reset
IIS start
change

Ideas:
global.asa not in the root
IIS not switched on
global.asa works, but your detection of that fails.
???

Please tell us about your detection of the probem and show relevant code.

Sounds most likely... If it's not in the site root, it needs to be in an
application root...

Even in the site root it must be in an application root.
