Default User Permission

I have MS Access 2000 running on a laptop with Win XP and I am having
trouble getting users to have access to some databases. I have two
databases that seemed to need repair so I used the repair utility and it
worked, but I now find that the Administrator can access the databases but
users cannot. The message I get is that permissions are required, or the
database is in use. I have tried several things with the permissions dialog
but to no avail. All other databases are available to all users. Any
suggestions?
