Default RI violation. Has somebody ever seen this?

Hello.

W2k, DB2v7, FP10a.

This is a ~5MB zip archive with archive of a database with a script for
restore of this archive.
It was our production db, but, to make db small as possible, I dropped all
objects except two tables: BI.BUILDINGS and BI.STREETS. Table BI.BUILDINGS
is a child table to BI.STREETS.
Since they were also quite large, I deleted ALL records from BI.STREETS and
all EXCEPT TWO rows from BI.BUILDINGS.
Everybody can restore this db on your W2K system and see it...
My question: how can it be possible at all?
