Default c++ & dealing with files

Need to make a program that will automaticly deal with specified system
files & folders - according to a date it has to make folder named "[date]"
and to cut files (or copy - paste - delete) from 4 other folders to that new
folder.
I have never been programming with windows file system (maybe only in batch
files ;))), so need some help - any tutorial, suggestion, idea, link?

You won't get much help here as this is all platform-specific stuff,
not C++-specific. I'd suggest posting in a Windows programming
newsgroup.
