I need to develop a web application that allow the hirer search for freelancer information to match with their project, freelancer will submit and publish their information.

May u guide me how to set the web automatically send SMS to freelancer or hirer if the matching for the job is accepted by hirer or freelancer??

This depends where they phone number of the freelancer is stored... do you have a database of these people or are you intending to investigate existing freelance sites? as I doubt they will make the mobile numbers of the freelancers available to external applications.

I am intending to create a new 1,and will create some virtual freelancer and project as example.

Personally I would create an application for the phone that would invoke a web service, but that is because it is simply my stong point, I think just a normal mobile optimised web site should be fine for the majority of what you want to do, then you would need some means of sending the sms using a website "back end" ... I'll have a look into this for you, but it isn't really "mobile development" as the real main part of this application will behappening on a web server by the sounds of it.

But the project rule is to create the application on web but not on mobile..
